Despite the specified maximum limit of 20 characters for a tag title, the system allows tag titles to be created with more than 20 characters.

Steps to reproduce:
1. Navigate to the Tags page: https://qainterrapt.brainster.xyz/tags
2. Click on the "Create" button, positioned in the top right corner of the page.
3. Enter a tag title with more than 20 characters in the title field.
4. Click on the "Create" button.

Expected result:
If a user attempts to create a tag with more than 20 characters in the title, the system should display an error message indicating that the title must contain a maximum of 20 characters.

Actual result: The system allows tag titles to be created with more than 20 characters.
