Description
When trying to create a new tag and entering the characters, the field accepts more than the maximum of 20 characters (both Latin and Cyrillic).

Steps to reproduce
1.Log in to the application.
2.Click on the menu on the top left corner then click on 'Tags'.
3.Click on the 'Create' button.
4.Fill in the 'Title' field with more than 20 characters.

Expected Result
After the user has filled in the 'Title' filed with more than the maximum characters the new tag should not be created.

Actual Result
After the 'Title' filed is filled with more than the maximum characters the new tag is successfully created.
