Description:
When the user hovers the mouse over any user from the user list, the user should see a pop up message with more information

Steps to reproduce:
1. Navigate to https://qainterrapt.brainster.xyz/tags
2. Login
3. From the dashboard select the "Tags" tab
4. Hover the mouse over any of the Tags displayed

Expected result:
When hovered over the tags, more info about the tags should be shown like who created it etc.

Actual result:
The user can`t see any additional info
