Interrapt G21

Description:
Creating 'Title' in tags have limitation of minimum 5 and maximum 20 characters. When user try to create new tag with more than 20 characters in title, tag is created successfully.

Precondition:
User is logged in to page

Steps to reproduce:
1. Navigate to https://qainterrapt.brainster.xyz/tags
2. Click on 'CREATE' button
3. Fill the 'Title' field with 21 random letters
4. Click 'CREATE' button

Expected result:
Tag should not be created.

Actual result:
Tag is created and confirmation message 'Tag has been created successfully' is shown in upper right corner.
