Description:
When user enter less then 3 invalid characters in "City" field the account should not be created and error message should appear

Pre-conditions:
User must be login on Interrapt

Steps to reproduce:
1.Login to interrapt
2.Click on Attendees
3.Click on "Create"
4."Name" field fulfilled with valid characters
5."Surname" field fulfilled with valid characters
6."Email" field fulfilled with valid email address
7."City" field fulfilled with less then 3 characters
8."Webinar" field fulfilled
9.Click on "Create" button

Expected Result:
The user should not be able to create the account and error message should appier on "City" field

Actual Result:
The user is able to successfully create the account
