[Users] Is able to create user with entering less than 3 or more than 25 character in the "Name" field

PC / Windows 10 Education V. 22H2 / Google Chrome Version 131.0.6778.86 (Official Build) (64-bit)

Description:
By creating the user and entering only 2 or 26 characters the user successfully was created

Pre-conditions:
The user must be logged in and navigated to the Interrupt page and users menu

Steps to reproduce:
1.Click in Create button on right upper corner on page
2.Create form is opened
3.Enter only 2 or 26 characters in the name field

Expected Result:
Message should be shown that the name field is required with
red letters

Actual Result:
There is no restriction entering only 2 or 26 characters in the "Name" field and the user was created successfully
