In the form for creating a new Tag, the user is able to create a Tag if in the "Title" field is using less than 5, or more than 20 characters and other special characters than "-" and "."

Steps to reproduce
1. Log in to the system
2. Navigate to the "Tags" page
3. In the upper right corner click on the "CREATE" button
4. Fill in the "Title" field with less than 5 or more than 20 characters and other special characters than "-" and "." ( e.g. "Sooooooftwareeeee@testiiiiiiingggg")
5. Observe that the Tag will be created

Expected result
The user should not be able to create a Tag without meeting the given criteria for the "Title" field

Actual result
The user is able to create a new Tag without meeting the given criteria for the "Title" field
