open[Webinars] Description field does not enforce 10–500 character length validation

Description
The description field in the Webinars module accepts input below 10 characters and above 500 characters, even though the business requirement specifies a minimum of 10 and a maximum of 500 characters.
Environment
PC Windows 11Pro/Google chrome Version 137.0.7151.69

Pre Condition
User is logged in and navigates to the "Create Webinar" page
- Login
- Go to ""Webinars""
- Click ""Create New Webinar""
- Enter a description with fewer than 10 characters (e.g. ""Short"") or more than 500 characters
- Submit the form"
Expected Results
System should prevent submission and show an error if description is <10 or >500 characters
Actual Result
System accepts the description outside the valid character range without any error
