Interrapt G23

Description
User is able to insert more than 20 characters in the Title input field while creating Tag and no validation message is displayed

Steps To Reproduce
1. Navigate to https://qainterrapt.brainster.xyz/login
2. Login with Valid Credentials
3. Select Tag on the hamburger menu on the upper left corner
3. Click on the CREATE button
4. Click on the Tag Title input field
5. Insert more than 20 characters in the Webinar Title input field (24 characters in length.)

Expected Result
User should not be able to insert more than 20 characters in the Title input field while creating Tag or validation message should be displayed

Actual Result
User is able to insert more than 20 characters in the Title input field while creating Tag and no validation message is displayed
