Interrapt G23

Description
The user should not be able to create a tag, if the input field is filled with more than 20 characters instead of min 5 and max 20 characters (Alphabetic characters, both Latin and Cyrillic, all letter cases, lower and upper, special characters only “-”, and “ . ” and spaces).

Steps to reproduce
1. Navigate to https://qainterrapt.brainster.xyz/login
2. Enter valid credentials
3. Navigate to Tags
4. Select the 'Create'button'
5. Fill the Title input field with more than 20 characters
6. Select the 'Create' button

Expected Result
The user should not be able to create a tag if the Title input field is filled with more than 20 characters instead of min 5 and max 20 characters (Alphabetic characters, both Latin and Cyrillic, all letter cases, lower and upper, special characters only “-”, and “ . ” and spaces).

Actual result
The user is able to create a tag if the Title input field is filled with more than 20 characters instead of min 5 and max 20 characters (Alphabetic characters, both Latin and Cyrillic, all letter cases, lower and upper, special characters only “-”, and “ . ” and spaces).
