The user is not able to choose the second challenge after reaching level 17.

Steps to Reproduce
1. Open the game simulator
2. Play the game and reach level 17.
3. Try to choose a second challenge

Expected result
The app should allow the user to choose second challenge at any time
Actual result
After reaching level 17, the second challenge can not be chosen
